Captain(Navy) Turner was born and raised in Weyburn, Saskatchewan and joined the Canadian Armed Forces in 1996. After graduating from the Royal Military College of Canada with a Bachelor’s of Computer Engineering, he completed his Naval Combat Systems Engineering Officer ashore training in Halifax and then joined the Pacific fleet. He had the pleasure of being part of the crews of His Majesty’s Canadian Ships OTTAWA, CALGARY, REGINA and PROTECTEUR. Captain(Navy) Turner deployed on Operation ALTAIR as part of a Canadian Task Group before culminating his time in the fleet as the Combat Systems Engineering Officer Sea Training Pacific.
Captain(Navy) Turner’s time in National Defence Headquarters has been primarily in roles in major projects. He has served in the project management offices for the Joint Support Ship, Halifax Class Modernization – Frigate Life Extension, and Canadian Surface Combatant.
A graduate of the Joint Command and Staff Program at Canadian Forces College and a distinguished graduate of the National Defense University’s College of Information and Cyberspace, Captain(Navy) Turner holds Masters of Applied Science in Electrical and Computer Engineering, and Defence Studies from the Royal Military College of Canada as well as a Master of Science in Strategic Information and Cyberspace Studies from the National Defense University.
On promotion to Captain(Navy) in 2022, he was appointed as Deputy Project Manager Transition in the Canadian Surface Combatant project. On completion of his professional military education in Washington, DC in 2024, he was appointed Director Force Development in the Canadian Armed Forces Cyber Command.
Captain(Navy) Turner is supported by his wife and kept energized and engaged by his children.
